NEOS Executive Playbook

The master leadership reference for governing, operating, measuring, and evolving the NAPPSA Enterprise Operating System.

1. Executive Mandate

NEOS must advance NAPPSA’s mission, reduce avoidable administrative burden, strengthen institutional memory, improve member value, and provide leadership with reliable operational visibility.

2. Governance Hierarchy

  1. NAPPSA governing documents and lawful Board authority
  2. NEOS Constitution and Governing Charter
  3. Enterprise Design System and Digital Experience Standard
  4. Technical, operational, security, resilience, development, and release standards
  5. Approved project plans, procedures, and service-level controls

3. Leadership Responsibilities

Executive leadership sets priorities and risk tolerance. Domain owners are accountable for outcomes and data. The PMO coordinates execution and dependencies. Technical owners protect reliability and security. Editors and committee leaders maintain quality and currency.

4. Portfolio Management

Every initiative must have an executive sponsor, product owner, technical owner, scope, expected outcome, success measures, dependencies, risks, budget assumptions, target date, and current status. Work should be prioritized by mission value, user impact, urgency, risk reduction, effort, and readiness.

5. Operating Cadence

  • Weekly: operational health, incidents, blockers, urgent content and releases
  • Monthly: portfolio status, analytics, automation quality, security and data issues
  • Quarterly: access review, roadmap reprioritization, architecture and vendor review
  • Annually: State of the Digital Platform report, policy review, recovery exercise, investment plan

6. Executive Dashboard

The leadership view should include membership growth and renewal, conference registration, Foundation performance, committee activity, content freshness, search success, CE participation, automation failures, security findings, platform availability, and major risks.

7. Decision Standard

Material decisions should identify the problem, evidence, affected stakeholders, alternatives, cost, benefit, risk, owner, approval authority, implementation path, and review date. AI may support analysis but does not replace accountable judgment.

8. Institutional Knowledge

Major initiatives must preserve purpose, decision history, key files, credentials ownership, vendors, integrations, procedures, lessons learned, unresolved risks, and future roadmap. Leadership transitions require structured handoff and access review.

9. Strategic Outcomes

  • Members complete important tasks quickly and confidently.
  • Leadership receives timely and trustworthy operational intelligence.
  • Conference, education, Foundation, research, and committee systems use consistent data and workflows.
  • Automation reduces repetitive work without removing accountability.
  • The platform remains secure, accessible, recoverable, and maintainable across administrations.

10. Executive Review Checklist

  • Are priorities aligned with mission and measurable outcomes?
  • Are owners, authority, and escalation paths clear?
  • Are critical data and integrations healthy?
  • Are security, privacy, accessibility, and continuity risks controlled?
  • Are automations accurate, monitored, and reversible?
  • Is institutional knowledge current and transferable?
